Tender Announcement for the Supply of IPB NSPB in Israel

1. Introduction

The Tzafit (II) project contract was officially signed between CHEC-HEI-THCC JV and the project owner Dalia Power Energies (referred to as Dalia) on August 20, 2025. The construction scale of this phase is a 1-on-1 multi-shaft Siemens 9000H gas turbine + steam turbine + generator set. The combined cycle unit consists of 1 Siemens 9000H gas turbine, 1 steam turbine, 2 generators, and 1 HRSG . The exhaust gas from 1 gas turbine enters 1 HRSG; the steam generated by 1 HRSG enters 1 steam turbine to perform work. The project plans for the combined cycle power plant to achieve commercial operation by end of 2028. The warranty period is 24 months starting from the Provisional Take Over Certificate (PTOC) date of the combined cycle.

2. Scope of Tender

Design, manufacturing, transportation, related spare parts (for two years), special tools, technical documentation, training, technical services, etc., within the corresponding system of the IPB NSPB. Major equipment within the complete system shall have detailed itemized prices.

3. Qualification of Tenderer

3.1. Possess at least 3 sets of 20kV, 20000A grade IPB equipment supply experience for international projects, and at least 3 sets of 11kV, 2000A grade resin NSPB equipment supply experience for international projects. Qualifications need to be approved by the owner.

3.2. The bidder must be a legal entity capable of independently assuming civil liability, with the independent right to sign contracts. Joint ventures or consortiums in any form are not acceptable.

3.3. This tender is limited to manufacturers only; agents are not acceptable.

3.4. Production Capacity Requirement: Capable of meeting the supply requirements of this project.

3.5. The bidder and the contract signatory after award shall be the same entity.

3.6. The bidder and its key personnel must not be included in any national or international sanctions list.

3.7. Different entities whose legal representatives are the same person, or which have a holding or management relationship with each other, shall not participate in the same bid; otherwise, all related bids will be rejected.

3.8. The bidder possesses the corresponding qualifications and capabilities in professional technology, equipment and facilities, personnel organization, performance experience, etc., including design, manufacturing, quality control, and business management, capable of fully meeting the technical requirements and design conditions of the bid equipment, and fully achieving the performance guarantee requirements;

3.9. Possess independent product research and development capabilities and a complete product quality assurance system;

3.10. Performance Record: The supplied IPB NSPB equipment must be guaranteed to be new, technologically advanced, reliable in quality, a mature product with over five years of successful operational experience, and able to meet the Owner's qualification review requirements.

3.11. Possess good bank creditworthiness and commercial reputation, and not be under order to suspend business, nor have assets taken over, frozen, or be in a state of bankruptcy.

4. Obtaining the Tender Documents

4.2. No fee will be charged for this Tender Document。

5. Submission of Tender Documents

5.1. The deadline for Tender will be 16:00 on June 5th, 2026 (China, Beijing Time).

5.2. The Tenderer shall submit the Tender Documents on the CCCC E-commerce Platform for Overseas Procurement (https://hwsp.****点击查看.cn/) before the deadline. Any other methods of submission, such as E-mail, express mail, etc., will not be accepted.

5.3. Each Tender file should not exceed 100MB. If a larger file needs to be uploaded, please divided into multiple files.

5.4. The Tenderee shall not accept the Tender Documents which are not successfully uploaded or the documents cannot be opened normally within the time limit, and the Tenderer shall bear all the responsibilities.

5.5. A bid security is required for this tender. The amount of the bid security is USD 20,000/CNY 140,000. The bid security must be wire-transferred from a basic bank account before the date of bid opening, with the tender number indicated. The remittance slip must be submitted together with the bid documents before the date of bid opening.

6. Tender Opening

Tender opening shall be conducted online in the CCCC E-commerce Platform for Overseas Procurement (https://hwsp.****点击查看.cn/). Offline tender opening will not be organized and Tenderers do need to be present.
