(b)Qualification requirements to be met to implement government procurement policies: If this tender complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmental protection products, support for welfare enterprises, promotion of employment for persons with disabilities, promotion of the development of small and medium-sized enterprises, and support for prison and drug rehabilitation enterprises, the relevant policies shall be implemented.

(c)本项目的特定资格要求：（1）投标单位须是具有独立承担民事责任能力的在中华人民**国境内注册的法人或者其他组织，在合法范围内开展经营活动，具有履行本项目的相关供应能力和服务能力；
（2）投标单位具有中华人民**国商务部成品油批发经营批准证书；
（3）投标单位****点击查看管理局颁发的危险化学品经营许可证；

(c)Specific qualification requirements for this program: (1) The bidding entity shall be a legal person or other organization registered within the People's Republic of China with the ability to independently bear civil liabilities, conduct business activities within a legal scope, and possess the relevant supply capacity and service capacity to perform this project;
(2) The bidding entity shall hold the Approval Certificate for Wholesale Operation of Refined Oil Products issued by the Ministry of Commerce of the People's Republic of China;
(3) The bidding entity shall hold the Hazardous Chemicals Business License issued by the Work Safety Supervision and Administration Bureau.

合同履约期限：服务期限为三年（2026年1月1日至2028年12月31日）。首次合同服务期限为2026年1月1日（或首次合同签订之日）起至2026年12月31日，再次签订合同前须经各项目使用单位考评合格后，后续合同一年一签。

Contract Performance Period: The service period is three years (from January 1, 2026 to December 31, 2028). The service period of the first contract shall be from January 1, 2026 (or the date of signing the first contract, whichever applies) to December 31, 2026. Before signing the contract again, the user units of each project must conduct an assessment and confirm the qualification; subsequent contracts shall be signed on an annual basis.
